From the CEO's Desk
What a month it has been for Outdoors NSW & ACT! September has been full of milestones, advocacy, and sector-building initiatives – with one standout highlight bringing it all together: the Outdoor Learning Mini Conference (OLMC) in Canberra.
The OLMC was a true celebration of the power of outdoor learning, bringing together passionate teachers, thought-leaders, and practitioners to discuss, collaborate, and share strategies for embedding outdoor experiences in education. From inspiring speakers to learning about cultural burns on Country, this event was both thought-provoking and deeply grounding – a reminder of why our collective efforts matter so much for the next generation.
But OLMC was not the only focus this month. September also saw:
Ongoing Advocacy: Strong submissions and meetings on critical issues such as e-bike regulation, the ACT Parliamentary Inquiry into community sport, and our continued calls for outdoor leadership training support.
Industry Research: The use of the Outdoor Industry Census insights continues to provide the evidence we have needed in this advocacy and also strategies to support industry.
Celebrating Leadership: September also marked the start of the second Pinnacle Leadership Program cohort and our role in showcasing the value of professional pathways for emerging leaders.
Facilitation with Intent: The first ONSWACT Facilitate with Intent Course was run as our first course of the newly established training and development department.
Taken together, this has been a month of strengthening our voice, deepening collaboration, and demonstrating the breadth of what the outdoors contributes to health, education, environment, and the economy.
Thank you to all who joined, contributed, and supported these efforts. The OLMC has given us a new spark – now let’s carry that energy forward into the busy months ahead.

The AAAS review continues and if you haven't been involved please jump into the engagement platform to ensure you have the opportunity to have your say on the changes that will affect your operations in the outdoors. As the go-to for many of the Worksafe agencies across the country, the AAAS is the tool that guides safety, sustainability and cultural inclusion in the outdoors. Being involved will help you understand the changes that will require compliance come July 2026.

E-Bikes.... New Legislation
NSW has taken some radical moves that were potentially going to unintentionally disadvantage our adventure tourism organisations, MTB clubs and retail businesses. Outdoors NSW & ACT and Bicycle Industries Australia have been working with Fair Trading on this new legislation and minimising the affect on our businesses and not-for-profit organisations.
ONSWACT, together with NSW Tourism Association, Caravan & Camping Industry Association of NSW and the Canberra Region Tourism Industry Council which covers 3 NSW local government areas have a survey to help understand the depth of e-bike hire and use in NSW.

The e-bike regulation on public transport has also been altered after advocacy. Please see an article about the new ruling on taking e-bikes on public transport in NSW here:
https://www.abc.net.au/news/2025-09-22/converted-e-bikes-ban-on-nsw-rail-metro-network-november-1/105799084 - Transport NSW is currently reviewing public submissions on the issue that closed 3 September 2025 but the NSW Government released this new ruling to outlaw modified e-bikes as opposed to a blanket ruling from 1 November 2025, following extensive submissions received.

Access Concerns
If you have concerns around access to a public land area for your groups, please get in contact with ONSWACT, as in the last month we have circumvented two access issues as we advocate on your behalf. ONSWACT also meets with our land and water manager partners every two months to discuss how we can all work better together. Attendees of our July Summit heard from our land managers on their challenges but the open collaboration we have with them as they understand the need to get more people outdoors more often for their health and well-being.

INDUSTRY NEWS FROM THE REGIONS
Great Aussie Bush Camp are thrilled to announce that they've officially expanded their footprint in NSW with the acquisition of Camp Wombaroo in the beautiful Southern Highlands.
This takes them to four sites across NSW, making The Great Aussie Bush Camp the largest residential school camp operator in NSW.
Just two hours from both Sydney and Canberra, Camp Wombaroo can host around 150 campers and is packed with opportunities for adventure.
The Outdoor Education Group has also announced that Belgravia Outdoor Education (BOE) has acquired The Outdoor Education Group’s (OEG) journey business.
Belgravia Outdoor Education – backed by Belgravia Group, are well positioned to carry forward OEG’s legacy and the relationships, trust, and programs we’ve built with schools for over 40 years.
NATIONAL PARKS WILDLIFE SERVICE NSW NEWS
New walking tracks in the Gardens of Stone State Conservation Area.
New walking tracks in the Gardens of Stone State Conservation Area include the Broad Swamp Loop walk (6-kilometre family-friendly track) and the Broad Swamp to Birds Rock walking track (17.5km walking track) where visitors will need to arrange a 4WD car drop to complete this one-way track.
The Broad Swamp to Birds Rock walking track forms part of the Gardens of Stone Pagoda Walk – a 30-kilometre, two-night, three-day walking experience between Broad Swamp and Glow Worm Tunnel, currently under development. Once completed in 2026-27, the walk will form part of the NSW Great Walks program.
You are encouraged to take small groups on the new walking tracks. If you are not yet licensed for walking/bushwalking at Gardens of Stone SCA but would like to, please apply via the amendment form to be approved.
AND
NPWS has released a new tender available to supply camping facilities and equipment at various sites. This is an opportunity to assist the public in trying camping and getting outdoors. To hear more on this tender, please attend our Connect & Share session on 2 October at 10am.
AND
The Great Koala National Park formation was announced on 7th September for the North Coast of NSW. There is still some way to go on the gazettal of this park but the creation was announced by the Minister for Environment. This park will consist of 475,000 hectares and will protect over 100 threatened species.
OUTDOOR CAREERS - 10 October
Its often misunderstood about the opportunities that the outdoor industry can give career seekers, so in Outdoors October, ONSWACT has invited key industry stakeholders to showcase more about the industry to careers advisers and career seekers in a one-hour webinar. SEA OTTER SUMMIT - 21-23 October
Share your #WildIdeas at the Global Outdoor Industry Leaders Summit - Coming downunder for the first time to Batemans Bay, NSW, 21-23 October 2025 . The Sea Otter Australia Summit (SOAS) is an integrated conference exploring trade, tourism and talent (attraction) through the outdoor economy.

LEAD TOP ROPE COURSE - 10-14 November
This course will equip you with the knowledge and skills needed to establish systems and lead clients during top rope climbing sessions.
It is suitable for those with existing outdoor leadership qualifications who wish to add another specialist area to their repertoire, or for people considering an entry point into a rewarding outdoor career.

OFFICE OF SPORT NSW NEWS
We are delighted to announce that Adam Berry has been appointed as Deputy Secretary, Office of Sport for NSW.
The position plays a pivotal leadership role in shaping and delivering policies, programs and infrastructure that promote inclusive participation in sport and active recreation across the State.
Adam has been acting Chief Executive of the Office of Sport since January and brings 15 years of executive experience in public administration, governance and financial oversight across sport, human services, transport and infrastructure.
We are excited to continue to work with Adam and his team. Congratulations Adam!
OUTDOOR EMPLOYMENT GUIDE UPDATE
ONSWACT has been working with our Outdoor Leaders Committee to finalise a handy guide to Outdoor Industry Employment. While it won't cover absolutely everyone's circumstances, it will help employers and employees navigate some of the frequently asked questions for the majority of roles in our industry.
Currently being reviewed by our lawyers, this tool will be the best way to check legal compliance with various aspects when it comes to working in the outdoors. This document is in its final stages and will be released before the end of the year.
OUTDOOR HEALTH FORUM - 17-19 October
Outdoor Health Australia is the national body for diverse evidence-informed nature-based health and well-being practices.
This year’s National Forum is held on Bundalung country. The three-day event includes nine featured presenters and over 50 workshops spanning theories and practices designed to inspire and challenge us.

Single Pitch Abseiling (Elective Group A) – Cert IV in Outdoor Leadership
This course delivers high-quality training designed for those who want the skills to guide well and not just a qualification.
Combining eLearning both before and during the course with 10 days of face-to-face training on iconic Blue Mountains rock this course holds up by itsself or as an elective group for a full Cert IV. Build the confidence, knowledge, and technical expertise to become a skilled guide in single-pitch abseiling activities.

🚌 Adventure Activities Familiarisation
On the 6th September, ONSWACT coordinated an adventure activity familiarisation at a new location in Sydney's north-west in partnership with the local council. This enabled us to assist council in seeing what would be possible in a location they are currently planning for community access. We had attendees from many possible activity backgrounds and a huge thank you to all who attended this event, and we hope to see a lot more of these in locations across NSW & the ACT.
📢 Outdoor Learning Mini Conference
We had a fabulous couple of days at Birrigai Outdoor School connecting with each other on practices and techniques in getting more of our students connected to the outdoors. It commenced with a fabulous introduction to Cultural Burning and an opportunity for some to connect the night before around a camp fire to the provocation that Tonia Gray set the scene with that got all our minds going on why we do what we do! Incredible speakers continued including Dr Fran Hughes, Dr Sue Elliot & Dr Amanda Lloyd, Raymond Tilbery from Gadhungal Marring and our very own Chair and Birrigai Principal, Peter Kent. Thank you to the amazing 18 other presenters that shared their knowledge and expertise with the attendees. All come away very inspired and refreshed (even after the long school term that just concluded). The final session enabled us to get from you the change you want to see and that has become our action plan for you! That, of course, was before our goodbye activity of rolling for Officeworks dollars... (you had to be there 😆 or check out the video on socials). See you all next year!
🚣 Paddle Participation Workshop
Paddle Australia coordinated an important workshop to lead into their Paddle 32 Strategy on how they can increase engagement and participation. ONSWACT & Outdoors Queensland were able to be part of this important discussion and collaborate on opportunities to do better in the 'recreation to participation' pathways.
We look forward to more collaboration on these important opportunities to get more people outdoors more often. Thank you Paddle Australia!
🙋 Outdoor Careers National Webinar
OCA in collaboration with the Australian Department of Workplace Relations, coordinated a webinar for careers advisers on the opportunity of Outdoor Careers. We were pleased to have most states represented, employers and training providers attend as we showcased all the various opportunities in the outdoor industry. There were over 370 RSVPs for the event and lots of discussions continue with attendees about an area that is rarely understood. This is a great step in getting more people aware of the job opportunities in the Outdoors.
🚵♂️ MTB What's next...
The release of the MTB Merimbula Manifesto, a bold and strategic call to action for the future of mountain biking in NSW and the ACT, has already created lots of conversations with over 200 downloads.
Developed through the participation of stakeholders at the MTB Symposium in October 2024, the Manifesto identifies key barriers and enablers for mountain biking as a recreation, sport, education and tourism driver, and provides a roadmap for how government, land managers, industry, and communities can work together to unlock its full potential.
Those who have downloaded the manifesto will soon receive a survey that will help to determine the priorities and actions that will make the most difference. We will also be able to understand stakeholder involvement and what's needed to influence the outcomes.

👨🏫 Finalists in Western Sydney Awards
Lori Modde (CEO of ONSWACT) & Charlene Bordley (from Addventageous, ONSWACT Member) were announced as finalists in the 2025 Western Sydney Women Awards for their work. These successes were recognised at the Western Sydney Women Summit. On behalf of ONSWACT we would like to congratulate them on this recognition for their achievements.

We held our September Facilitate with Intent Course at the magnificent Tallong Campus of Santa Sabina College. Watch our newsletters for all the information and start gathering evidence of your work conducted in 2025, so your submission will be easier.
