OCCUPATIONAL SHORTAGE LIST

This list comes out every year and whilst we have been recognised on the current list, the survey is once again open for the governemtn to understand if the situation has changed. So, IF you have a shortage of access to qualified and available staff, then you need to complete the 2026 Survey.

You have on-the-ground knowledge and experience of recruitment activity in your business and your participation in this survey will improve the evidence the government uses to identify occupations in shortage.

The survey closes on Wednesday 18 March 2026 at 5pm (AEDT).

AAAS Framework Approved

FOR FUTURE ADDITIONS

The Board of the Outdoor Council of Australia (OCA) approved an important new framework in January that will guide how the Australian Adventure Activity Standards (AAAS) evolves into the future.

The newly endorsed New Activity Decision-Making Framework provides clarity by guiding a strategic, not reactive, process. It asks the right questions up front and then proposals are assessed.

This approach protects the integrity of the AAAS while still allowing it to evolve in line with legitimate changes in practice and risk across outdoor recreation, education, adventure tourism and outdoor health.

The 4 Step Process

IN ADDING TO THE AAAS

1.Eligibility – confirming the activity fits within the AAAS sectoral scope and principles.

2.Assessment – testing whether the activity genuinely warrants a new Activity-Specific GPG.

3.Alternative placement – identifying more proportionate options where full GPG's are not justified.

4.Governance – establishing a clear submission, consultation, expert review and decision pathway.

AAAS Proposed Changes

The Outdoor Council of Australia is currently running a short sector survey as part of the Australian Adventure Activity Standard (AAAS) Review. The survey tests several proposed refinements to the AAAS and associated Good Practice Guides that have emerged through industry focus groups, wider consultation, and technical discussions with the expert advisory pool. The aim is straightforward: improve clarity, consistency, and practical application across schools and education settings, commercial providers, clubs, and community/volunteer organisations.
The survey focuses on three specific areas where the review is seeking clearer, more consistent guidance across the sector: (1) refining how dependent participant is defined and applied, to better reflect provider duty of care and organisational safety systems (not just leader actions); (2) considering whether ISO 4980 Benefit–Risk Assessment should be included as an optional approach alongside existing ISO 31000 alignment, particularly where program benefits are central to design and delivery; and (3) testing a proposed shift to an inclusive leadership capability approach—expressing expectations through demonstrated knowledge, skills and experience, rather than prescribing vocational units of competency—so capability can be recognised across AQF qualifications, peak-body awards, robust in-house verification systems, and peer recognition.
The survey is open until 16 March 2026. For questions or further information, contact Dr David Marsden, Project Lead Consultant (Outdoor Council of Australia) and Director (The OREAS Group): drdavidmarsden@theoreasgroup.com | +61 0477 750 023
