From the CEO's Desk
As we dive into the colder months, we are advocating tirelessly for skills development and training pathways in the outdoors industry. Our dedication to fostering growth in this field has never been stronger, as our challenges are the greatest they have been in attracting, training and fulfilling the roles in the outdoors.
In the midst of our advocacy efforts, we have also been orchestrating a series of events that promise to elevate the industry to new heights. Our highly-coveted MasterClass is 98% sold out, an opportunity for those eager to seize this invaluable opportunity to work on their organisation and not in it. Additionally, our upcoming Outdoor Learning Mini Conference and the much-anticipated MTB Symposium are set to be massive opportunities for our stakeholders. And we ended the month with our very first Roping Skills Refresher Course, designed to help the industry with continuous professional development for their needs. (Read more on these events below)
At Outdoors NSW & ACT, collaboration is key, and this month has been no exception. We have been actively forging partnerships and joining forces to tackle challenges head-on and unlock the vast potential that lies ahead. This included the Back Country Committee instigating the Snow Activities Discussion Paper which is now engaging the industry on best practice in dependent lead activities in the snow.
In addition, our recent participation in the Local Government Destination and Visitor Economy Conference opened up dialogues on the pivotal role of local governments in supporting active recreation and adventure tourism, paving the way for exciting new possibilities. And as we enter June, we have careers days, presenting on Nature Play at the Parks & Leisure Conference NSW/ACT and presenting at the Eco Tourism Summit in the first week alone.

We invite all back country operators to be part of a Summit on 16 October, to discuss the Snow Activities Discussion Paper and amendments required should it become a Good Practice Guide associated with the AAAS. An opportunity and challenge for our sector is being able to support those with diverse needs and also respond to complex behaviours. There are many aspects to this, such as inclusivity, staff having an understanding of relevant disabilities, a shared understanding of making reasonable adjustments and having an agreement with school groups as to the role of each party. A key starting point should be staff training to ensure there is a common understanding of these aspects and that any risks are appropriately addressed and adjusted to create and maintain a safe environment.

What happened in May?
SkillsIQ NSW ITAB recently hosted the Annual Industry Forum in Parramatta with 70 delegates in attendance. Speakers included, The Hon. Steven Whan, MP, Minister for Skills, TAFE and Tertiary Education; David Collins, Executive Director TSNSW; Sherman Chan from Business NSW, Paul Nicolaou from Business Sydney and Professor Simon Darcy from University of Technology Sydney.
Claire Field provided an informative session about the current reviews in the VET sector at both state and federal level. Jason Sultana provided valuable information about how employers/industry can work with the Apprentice Employment Network NSW & ACT to manage apprentices and trainees. While David Beirman discussed Risk, Crisis, Resilience and Recovery Management in the Tourism Sector.
A feature of the Forum is to allow each industry sector to participate in a Breakout Session and discuss issues relevant to their sector. Lori Modde, Chair of the Sport, Fitness & Recreation Industry Advisory Committee facilitated a lively conversation of industry representatives.
Desired outcomes include:
The issue of funding for delivery of training for outdoor recreation and leadership qualifications was of significance with the acknowledgment that the units of competency are more expensive to deliver because of the nature of the activities and the ratio of students to trainers. Reduced funding clearly restricts the number of hours of training, and this can lead to increased risk when leading outdoor activities, something that no employer, VET provider or participant wants to see.
Outdoors NSW & ACT was pleased to put our name behind the Australian National Volunteer Strategy. Volunteers form 36% of the outdoor workforce in NSW & ACT.
The National Strategy for Volunteering, is being implemented through a three-year action plan, which is highly relevant to Outdoors NSW & ACT as it emphasises community building, enhancing volunteer experiences, and ensuring the sustainability of volunteering efforts, which aligns with our values.

The Back Country Committee of ONSWACT released the Snow Activities Discussion Paper with the aim of moving towards a Snow Good Practice Guide that could be considered as part of the AAAS Framework. The Paper is available now for organisations leading dependent led groups in the snow country to see if their procedures are in line with the recommendations or if changes need to be made. On the 16 October, there will be an accessible summit that will discuss the feedback from the industry after the 2024 Snow Season.
This month we highlighted the new rules and requirements for not-for-profit organisations when it comes to income tax. Those that are companies limited by guarantee or incorporated entities now need to ensure they complete the required forms for the ATO to continue self-assessment at year end June 2024.
The changes require non-charitable NFPs with an active Australian business number (ABN) to lodge an annual NFP self-review return to self-assess their eligibility for income tax exemption. Members can watch the Connect & Share recording on the topic for more information.
ONSWACT's Trail Bike Committee has been working with Crown Lands, NSW NPWS and Forestry Corp on key messaging for trail bike riders when using public trails in the network. "No licence, No Rego, No Ride" resulted in a youtube video and a flyer that will be distributed by stakeholders.
12months after the first ONSWACT facilitated Mountain Bike Forum, the stakeholders again regrouped to discuss what is happening in the industry and where we are at in relation to the challenges and opportunities of the sector.
All the discussed items will be brought into the MTB Symposium that will be held in Merimbula on 25 & 26 October 2024. Tickets will be going on sale in June 2024.
Members have asked about opportunities to ensure continual professional development in the so-called 'hard skills' for our industry and, as a result, the Incident Response and Risk Management Committee have led the introduction of our Professional Development Sessions. These have commenced with the Roping Skills Refresher being the first opportunity for our industry leaders. This sold out session was run on 31 May and covered roping methods, equipment and situations where various techniques in roping are used. A huge thank you to Blue Mountains Climbing School who led this session. More PD Sessions will be coming soon.
ONSWACT could not function without their amazing volunteers, so in May we celebrated our 52 volunteers and gave them a huge thank you for contributing their valuable time to getting more people outdoors more often for their health and well-being.

Important Reminders
It is a great time to reflect on our 2023 research on the issue of why schools do not go on camp and what we can do to create a better experience for schools. It was previously discussed that the children of NSW have access to the benefits accruing from Outdoor Education, thus helping them build resilience, social connection and physical health by understanding the drivers and barriers of participation in Camps programs via an understanding of the demand pool for Outdoor Education in the state and territory.
Outdoor Learning Mini Conference
With thanks to Destination NSW, the Mini-Conference is confirmed for Port Macquarie, NSW, on 20 July. Suitable for all educators, carers, facilitators of outdoor learning, this is an opportunity to join like minds and share skills and experience. We will be joined by Outdoor Ambassador Ky Furneaux, Department of Education NSW and experts in the outdoor education and learning space.

Outdoors NSW & ACT Strategic Plan
The Board and Executive are currently working on the Outdoors NSW & ACT Strategic Plan as the current one ends this year. We hope to gain member's feedback on our plan in coming weeks. The plan aims to stretch the growth of the industry in key areas whilst still supporting our members and their needs.
MTB Symposium 2024
The MTB Symposium is an initiative of the Outdoors NSW & ACT MTB Committee to bring to the surface the challenges and opportunities that MTB provides and to instigate the conversations that ensure MTB is a sustainable activity and continues to grow for its participants and stakeholders. Attendees will be local councils, MTB clubs, state government, commercial trail parks, trainers, trail builders and retail / wholesale providers of equipment.

Major Changes to Casual Employment
Labor’s new laws that change the definition and workplace rights of casual employees kick off on 26 August. The changes present a host of new challenges for already stretched small and medium businesses. Read more about the change here.
Adventurous Journeys
The Duke of Edinburgh International Award requires its participants to progress to achieve Bronze, Silver & Gold levels. As part of the opportunity for schools and individuals is to connect with adventurous journey providers. Outdoors NSW & ACT hosts a page specific to those members who offer this service. GYM / PANDION / PANJI HARNESSES
Petzl has been made aware that a user of the Petzl GYM, PANDION, and PANJI harness can don the harness backwards and subsequently connect to the non-weight bearing leg loop elastic band. Petzl is therefore taking the following preventative measures:
Reminding operators of the importance of training, supervising and monitoring before and during use of the harness and all equipment, particularly when making the equipment available to customers. Providing and promoting access to educational tools. Providing an option for GYM, PANDION and PANJI owners to send us their harnesses for replacement of the current leg loop elastic band with a new design, free of charge.
